This course supports senior personnel and institutions to plan, coordinate and improve multi-agency unified response arrangements for explosive threat, crisis or emergency incidents in civilian settings.

This course is suitable for senior emergency management personnel, police, fire and rescue, ambulance services, civil protection, local authorities, government officials, public safety agencies, health planners, security managers, crisis management teams and organisations involved in multi-agency incident coordination.

• Unified response planning principles.
• Multi-agency roles, responsibilities and coordination structures.
• Explosive threat, crisis and emergency incident considerations.
• Command, control, communication and information flow.
• Escalation, decision-making, situation awareness, evacuation, shelter, public warning and public communication.
• Casualty management, CASEVAC / MEDEVAC and health response links.
• Emergency operations centre and coordination cell considerations.
• Table-top exercise design and scenario testing.
• After-action review, lessons identified and plan improvement.

Delivery may include facilitated workshops, classroom instruction, planning exercises, table-top exercises, scenario-based decision-making, coordination drills, emergency operations centre familiarisation, plan review and after-action review.

Participants should hold a role linked to emergency planning, public safety, crisis management, civil protection, emergency services, security management, health response, local authority coordination, national authority functions or multi-agency response.

On completion, participants should be able to contribute to unified response planning, multi-agency coordination and preparedness arrangements for explosive threat, crisis or emergency incidents within their organisational or national framework.

It may be adapted for airports, ports, public venues, government facilities, local authorities, national emergency systems, high-risk events, critical infrastructure or regional crisis coordination.
